You should have actually READ the mailing list archives, as I had posted about 
this with patch a few days ago.  If you had bothered to read the post you would 
know that icu is NOT the actual problem.

At the time that I had posted, I had not realized that Ken had a similar issue 
and found the real fix was xmlsec related, but he had posted on the dev mailing 
list.

Please check recent archives before doubling up on what has already been 
posted.  I had the same header for the email report as you.
