Try it.  Any time you have something which is not in the book, or
are using a newer version.  Oh, for a few things you still need to
be root (painful if things go wrong, good backups and logging help)
or to use alternatives (Qt packages, biber, some python modules) :
if you are lucky, those have been documented in the wiki.

That's usually the most productive approach, unless you need the
extra functionality.

To fix a problem, it ideally needs to be repeatable and understood.
My quick look at that link suggested the fixes worked for some but
not for others, and that the person who was probably the upstream
for doxygen did not use linux.
