ActiveX controls are basically a small piece of 'client' software that will 
run off a web page inside an almost virtual machine thing via internet 
explorer so they don't 'really' have too much access to the rest of your pc.

Not sure of other versions of IE, but on mine (which I think is 6), I have 
as such enabled them to be run, but whenever I get to a page that wants to 
install one, I still have to use the jaws cursor to move up to an area just 
below the address bar, and 'click' on the 'install' button.
