Victor, I am so glad for people like you who are so knowledgeable on the 
list!

i was looking on buy.com and they had card tuners and USB stick tuners.

It sounds as if there is more to this than I thought there would be.

I no nothing about this subject, but I was hoping someone out there migh be 
using one of these tuners and could give me some firsthand advice.

As far as I know, TV Tuners come in an external box, or internal card
version.

I don't think I've ever seen them in USB stick format, but it has been a
while since I've seen these.

I actually have a client who is asking for one on her computer, and was
joyful to find out that the price of these puppies has dropped significantly
since I dealt with them.

The last one I owned was the ATI All In Wonder, and it allowed you to have
different video inputs to your computer, such as S-video, RCA, Firewire, and
other connections.

Once plugged into the ports, the card would act as the interface between the
computer and the device.  It would also have the added functionality of
being able to tune in analog signals from your cable line, or satellite
source.

You would, of course need a program that would be able to receive and
extrapolate the signal into a viewable format, and I really can't say if
such a program exists that is compatible for the blind or visually impaired.

It would be a great thing if someone knew of an accessible program, and
could send that information to the list.
