Hi Doug,
If you have more than one identity in Outlook Express, then you will have to 
make sure that the 
automatically start Windows Messenger
checkbox is not checkedd in each identity.
Also, from within the preferences in Windows Messenger you will have to make 
sure that start Windows 
messenger when the computer starts is not checked.
Lasttly, you will need to make sure that if there is more than one entry in the 
startup group in the 
System Configuration Utility,
that all of them are unchecked
Now, those are the common ways to approach this problem, and should be tried 
first.
If that doesn't work, you can find a visual basic script for this problem
on the communications page of the list website.
