I find also that shortcuts can be a bit unpredictable. For this reason I have put my Jaws on the main Start Menu list. Windows key plus J will then always start Jaws - assuming that you do not have anything else starting with J on your start menu.
To do this first of all copy your shortcut to Jaws Using control c then 1. If our are able to use the Jaws cursor you then simply have to right click on the start menu and select open. Simply paste your shortcut to this folder, If the shortcut say shortcut to Jaws you may want to rename it to Jaws using F2 key. Or Window key plus e to open explorer. Press Tab once to go into folder view. Press L and enter to go into local disc C Press D until you hear documents and settings. Press enter to go into this folder. You then need to enter the folder corresponding to your logon. In my case this is administrator. In some cases the folder may be in your name. Enter this folder and press S until you hear Start menu. Press enter and again paste in this shortcut. This works for me on XP Pro using Classic Start Menu.
