Control panel and then regional settings. there is a combo box tab to it and select english. then tab to ok and press enter. I think that will do it for you.

The person who was helping me set up the computer tried there best to set the language to English but the calendar and date appeared to stay in something like Hebrew. Also, when I tried to authorize JAWS I received the message that I need to contact freedom scientific to gain authorization for this language.
