I know what you're talking about, and I'm not 100% sure exactly how to make this come back, but what I'd suggest you try is to go to the Tools menu, arrow up to internet options, hit enter, and then when the dialogue comes up, Ctrl Tab to the advanced page, then in the tree structure therein, (remembering you can use the left arrow to close parent elements), move down to browsing, make sure it is open (right arrow if necessary), then move down to 'notify when a download completes', and make sure it is checked on, then tab to the Ok button and hit space.
then maybe make sure you restart IE, and the next time a download is initiated, you will most likely get the notification dialogue box thingy where you should be able to check the box relating to playing a sound.
