Try right clicking on the files and hitting enter on restore. No you cannot 
open  files in the  recycle bin.

I have an old computer running windows 98 second edition. I have some files in 
the recycle bin that I want to access. How do I go 
about moving them back into my word documents? are you able to open the files 
while in the recycle bin, so I can check if it is 
the one I want to recover?
