I had a similar problem and found that the below steps worked. Go to IE tools and Options, control tab to security page, tab to Custom level button, tap space bar to open it, tap A to move to Automatic prompting for ActiveX controls, down aero to and tap space bar to turn on (enable), tab to apply and enter and then to OK and enter again. Now try installing the Flash Player again and see if you can load the page. No idea then. My only guess is it thinks Flash isn't installed because it got installed in the wrong location. It still could be a plugin prolem. I have no idea.
