Not sure if it'll be much different in Outlook, but in Outlook Express, I go 
to the Format menu (Alt + o), go down to, and hit enter on Rich Text (HTML), 
then go back to that menu, and down to the Background submenu, right arrow 
to open it, and down to sound, and then tab around that dialogue box after 
it pops up when you hit enter on that option.
