One standard thing done with 'on this page' links is to in fact then 
activate some or other javascript thing that then uses something like either 
DHTML (dynamic html) to manipulate the contents of the page, or else it 
could in fact be targeting some other frame within that same page, and then 
wouldn't necessarily do anything initially noticeable when you click on it.

Also, for some of these links, it's almost necessary to in fact use the 
enter key as opposed to the space bar.

You could also try using either shift + enter to open it in another window, 
or else try something like Ctrl + enter to 'bypass' certain limitations.
