If you are in GoldWave, you might try the following:

1. If there is a little bit of the background noise (such as the music) 
either at the beginning or end of the voice message, place a start and 
finish marker (with the left and right brackets respectively) around that 
sound.  Then cut it to the clipboard.
2.  Go to the beginning of the file with control-home and select the entire 
file with control-a.  This will place the start and finish markers at the 
beginning and end of the entire file so that the following effect will be 
applied throughout.
3.   Go into the effect menu and go into the filter submenu and enter the 
"noise reduction" dialog. Within the dialog, you will find a list of 
presets.  Select the one that is called "sound from clipboard". (I believe 
it is the third one down on the list.   Apply that effect with the OK 
button.
4.  GoldWave will let you know when it is finished performing the task, and 
you can then replay the sound file to see how thoroughly the background 
noise was removed.

If there is no background noise in the file on its own, you can try using 
the other presets in the noise reduction dialog and see how they work.

I'm not sure how well this will work as it is difficult to remove music from 
a sound file generally.

I am somewhat of a novice with GoldWave, so someone else might have a better 
plan or may be able to suggest other software that might work better.
