Finally, I am up and running thanks to the Escalation manager, Jim Ellsworth.  
Below, you will find an explanation of what happened and why.

Open Book Version 8.0  will not function with DecTalk 32.  In fact, this 
software will not work at all if DecTalk 32 is on your PC.  Apparently, there 
is some kind of conflict which does not allow both software programs to operate 
on the same system.  
Although DecTalk Access 32 has an uninstall feature, it doesn't work properly.  
As a result, when you click  on that option called (Unload DecTalk Access 32)  
nothing happens.  But I believe that this is a tool which simply takes DecTalk 
out of operation.  It does not uninstall the program.  That can be done through 
the Add/Remove Programs option on the Control Panel.  
NOTE:  There is a code provided by DecTalk Access 32 when you uninstall it.  
That code would be needed if DecTalk was ever re-installed.  Since there is a 
compatibility problem between Open Book 8.0 and DecTalk Access 32, the 
likelihood of re-installing it on my system isn't very good.

Once DecTalk Access 32 was removed, Open Book 8.0 worked fine.  

LOADING THE PROGRAM:
Please note.  Open Book 8 is a very large program and takes quite some time to 
load, even on a faster machine.  The scanning takes time as well when the 
system is set for accuracy rather than speed.  You can change the option to 
Scan For Speed but you lose a great deal in the process.  

GOOD NEWS:
Open Book 8 now uses exactly the same Eloquence speech which is in Jaws 9.  The 
quality is excellent and you have access to quite a few newer voices.  Some of 
these are really enjoyable.

I want to thank everyone who tried to help me with this problem.  Open Book has 
a lot more to offer but it would be a tremendous bore to outline any more of 
its capabilities for people who don't use the software.
Freedom Scientific has people on their staff who really do know what they're
