Chances are that your soundcard device at least has a microphone input, but won't necessarily have an actual microphone device. Depending on where you plug a set of speakers/headphones into your computer, you can normally feel if there are other input sockets.
For example, my one laptop has one extra which is for the microphone, but the other one has a microphone input, as well as an actual audio line-in which in fact supports stuff like stereo etc., and the stream from which is automatically played through the normal output as well, which means I can then use it to listen to external audio devices via the sound system of the laptop using an actual audio line-in jack, but if I use things like Skype etc., I in fact simply plug an external microphone into the mic jack and go from there. In terms of the settings etc., if you go to the Control Panel, look for Sounds and Audio devices, go to the audio page, and then tab around until you find the sound recording device combo box and level settings since I found on both my machines that the input level was pretty low (around 40%) by default.
