You really can't disable the later versinos that I can see. You can uninstall it from the computer to keep it from running. I personally would not recommend this since some sites or applications you encounter will use Java to function. You should have a run-time environment which is less intrusive than the full Java JDK.
Now, if your friend just wants to stop that blinking update message, you can disable that by going to Control Panel and Java. Under that panel you can disable checking for updates. This is what most people get annoyed. Just another two cents worth.
