Hi John, Since you went through the programs page and deleted everything Google, did you in fact uninstall it, or did you simply remove the shortcuts to the programs, or, in this case, features.
You need to go through the add/remove programs feature in the control panel and uninstall it there. Another thing I'm wondering is if you're sure it's in fact the Google toolbar and not the information bar you may be seeing? Don't mean to insult your intelligence, but I have had many a friend and student confuse the information bar for the Google toolbar, which you will need to employ different strategies for to remove.
