The only destructive re- install of windows is where you select the option to format your hard disc during re-install. You will need sighted help for this kind of windows installation.
A re-install without hard disc format will not delete any data but you will have to re-install any programs that you want to use. Repairing Windows will not affect your data or require you to re-install programs as far as I remember, but I have not done this for a while. However as this is the least intrusive action it might not be deep enough surgery to resolve the difficulty you have.
