Like David said, it's not necessarily something you can just do.

Would depend on your service provider, type of internet service etc. etc.

If you do get assigned a dynamic IP address (and the specifically local one 
may not as such be the one seen from the outside world on the other side of 
your ADSL router for example), the only thing you can sort of try do is type 
the following in the command line:
ipconfig /renew

That might get you a new IP address assigned, but not definitely.
