If you use Gold Wave to do this, you will be converting a lossy file to 
another lossy file, which will result in greater sound loss. I would 
respectfully recommend a different program to do this, such as MP3 Gain. I 
do not know where to get it from, it's been years, but a Google search 
should come up with it quite quickly.
