I do not know of any Third Party cell phone software that is cheap and provides you with limited access. Consider looking at some of the phone that have built in speech output and speech recognition. Many of the LG phones have these features. The new Sprint Motorola Razor I've been told has a lot of accessibility features built-in. I do not know if other cell phone carriers carry this phone besides Sprint.
