There may not be a sound assigned to that event,
or it may be one that is too low and quick to hear easily.

Hey Mike,
Try this:
1. Highlight the Recycle Bin icon
2. Press your Applications key
3. Arrow down to Empty Recycle bin and press Enter
4. You will be asked if you are sure you want to delete these items
5. Press Enter on Yes, and you should hear your sound.
