a reboot is essentially like turning it off only to immediately restart
the pc afterwards. this was mainly used in earlier versions of windows
OS to help the system empty their cache and free ram capacities which it
no longer used. in newer versions, I think starting with xp, this is
really no longer needed as the pc is now capable of resorting everything
on its on and not slow down like it used to.
the standby,on the other hand, is an option to save energy, because it
will make the pc run at a minimum, turning off the harddrive and so forth.
