It can be done but needs quite a bit of setting up. I think if you search on Blind Cool Tech there is a Podcast there about setting up a script based method for an unattended Windows install including formatting. You set everything up and hopefully at the other end you get windows reinstalled. You will then have to use windows R and type narrator into the new windows installation to hook into a screen reader install. You may be able to automate the screen reader install using something called silent mode but I do not really know about this.
