.Net Framework is normally installed because other programs need it to run
though I  am not sure what  it provides for them. For example Ed Sharp needs
.Net Framework, as does Norton Ghost, and on my PC the EyePal scanner
software.

If you have .net Framework installed it has probably been put there by a
program that needs its to run. Removing it will remove the functionality of
that program. I do not know of a way that you can track programs that are
using it.  I noticed that after installing Norton Ghost on my Netbook that
.net Framework does appear to slow down things and make the setup slightly
less responsive. If I could be absolutely  sure of what programs needs it
and whether I can get away with not using them I would probably remove it
also.
