Although I have never used this, I believe the Olympus Recorder has a special setup with Dragon Naturally Speaking so that files from the Olympus can be converted to text in the way you describe.
I seem to remember that you had to pay for an upgrade to the DS Player software which comes with the Olympus for this to be completely seamless. In theory though any speech recognition software should be able to perform with a recorded as opposed to a microphone input. It might be worth checking out with your Olympus suppliers.
