You should look at some of the blind programming websites/mailing lists, but, yes, it's relatively accessible, as long as you use the correct screenreaders/scripts along with it.

For example, I use Jaws 10, and the VS.Net scripts provided by Jamal etc., and it's generally fine, but I also know of one or two guys who use window eyes etc., and also manage to use it, but I haven't tried it yet that way.
