On my old PC I could never conduct a native Windows defrag within a Windows
session. I was taken into a dos session where Checkdisk was run
automatically after a restart .  I do not know why this was the case and on
my new PC I can defrag fined  within Windows. Both PCs ran XP Pro so this
difference in behaviour was odd

The solution on my old PC was to use a third party defrag utility - in my
case Norton systemworks. Accessibility was not great but I got the job done.

I'm surprised you can't defrag whilst Windows is running. The CHKDSK is 
actually to do with disk check. Are you sure you didn't mean check disk?
