In Windows XP pro, if you go into display properties, on the themes page, the next control you get to when you tab off of the combo box, is a save as... button, and that let's you save your display settings as a .theme file which can then be loaded on another machine by hitting enter on it in windows explorer, but that'll only work if all things like background image files etc. are also there.
