Probably wants javascript to be enabled.

Tools menu, internet options, Ctrl + tab to security page, tab to custom level... button and hit space on it.

In the treeview of the dialogue that pops up, you can either scroll down to active scripting, or hit the letter A on the keyboard until you get there, then move down to it's 3 sub items, and either hit space on enable, or prompt, to check either of those options, then tab to the either Ok, or close button (can't remember off hand which it is).

Back on the main options dialogue, tab over to the Ok button, and hit space on it, and you might need to restart IE, but scripting should now work.

Only thing is it's just possible that changes to these options might be blocked if it's a public machine, but not sure how likely/possible that would really be.

Stay well

Subject: [Blind-Computing] running scripts on a web page

Hi
On one of my college web site pages there is a notice stating that I need to be sure that I have scripts turned on in my web browser. How do I do this in IE 8? I am not sure what it is that the website wants.
    Thank you.

God bless,
Mark
