I just tried the RSS feed feature in WebbbIE using JAWS 9, and it seems to work fine. Be sure the web page you are visiting contains feeds in the first place. If you want to verify whether the WebbIE feed reader is working, load a news page like the NEW York Times or Washington Post or any other newspaper,which almost certainly has feed content, then press Control-E to see if the feed reader really works. If you get a message like feed broken, it may be because WebbIE is unable to recognize the feed content on that particular page, not because WebbIE itself is broken.
