That doesn't sound like a JAWS problem at all. It does sound like your control key is stuck which has happened to me before. In fact, I have a key which won't work right now, the caps lock. Since I am running JAWS in laptop mode, I don't have that insert key which is quite an inconvenience. We have not intentionally disabled it.

Try turning on keyboard help and see if everything being typed is in conjunction with a Ctrl key. If so, try tapping them etc. to see if you can get it unstuck.
