That doesn't sound like a JAWS problem at all.  It does sound like your
control key is stuck which has happened to me before.  In fact, I have a key
which won't work right now, the caps lock.  Since I am running JAWS in
laptop mode, I don't have that insert key which is quite an inconvenience.
We have not intentionally disabled it.

Sounds like your one Ctrl key is stuck on your keyboard or something.

Try turning on keyboard help and see if everything being typed is in 
conjunction with a Ctrl key.

If so, try tapping them etc. to see if you can get it unstuck.
