Yes for both questions. Upgrading now means you get Windows 7 for less. Just
make sure you run the upgrade adviser tool to make sure that all your
hardware and software is compatible.

It works on any windows based computer. Just needs enough ram and
processor
speed to meet the recommended reqiurements.
