There are several free and purchase options.

D speech is an excellent free option which will do as you ask. Simply open
the file with text and select save as mp3. You can use any voices installed
on your system. There are multiple customisations available.

I believe that another free option is Espeak which also has this feature but
I have not personally used it. If it relies on the default  Espeak voices
this may not be a great listen. 

Text aloud is also a good program which you can buy for about £20. It has a
similar set of features to D speech but can convert text to Mp3 at a faster
rate. It is slightly less accessible than d speech but is perfectly usable
with Jaws.

If you have Kurzweil you can convert text to mp3 audio files fairly
straightforwardly  but as this is a very expensive option you should only go
this route if you already have Kurzweil for scanning .

I believe  Open Book also has this feature but again have no personal
experience of this.
