If you're talking about visual basic programming, your best bet is to find
the relevant programming mailing list for your intent.
There are a few out there, and some websites it might be worth looking into

Subject: [Blind-Computing] Dabbling in basic
Hello,
I am totally blind, along time user of the computer and also, and perhaps
most importantly, kind of slow with respect to using different
applications.
Quite simply, I believe that I can get ahold of the commands for basic.
After I have these commands and feel comfortable with them, could somebody
tell me where I can go to dabble with the use of basic? If so, then would
there be any modification or addition to the application that I am
directed
to that would be necessary? Lastly, could you please tell me where to go
to
get a complete list of the basic commands, please?
Thanks and Merry Christmas and Happy New Year to all,
Rich S.
