Two send and receive items...?
Is your jaws cursor bound to your PC cursor - as in set to follow it?
That will automatically cause submenus to open up when you move over their
parent items, and the send and receive item is actually a submenu, with it's
own set of commands, whereas on the tools menu, you should have quite a few
other things relating to synchronization, address book, Accounts etc. etc.
etc.
