You are going to have to go to someones particular twitter page for instance. Twitter.com/cnn, twitter.com/espn. If You see someones twitter name in their signature line it would look something like what I posted above. To get to their followers and who they are following. Read down past the list of 20 current tweets. It will say following120 followers100. One of the things that I do is go to someone's twitter page and look at who

their following and at who follows them. And decide whether there is anyone that I also would choose to follow. If so, You can click the follow button.
As stated earlier. If that person protects their tweets. You will need to
send a follow request for them to either approve or not.  This is
particularly good for things like news sites, sports sites, entertainment
sites, etc, etc. You can also use twitters search function to find others
who also use twitter. If You know a name. Have an interest. There are also websites which You can Google out which will help You search for people who
live in Your area, have the same interests as You, so on & so forth. Be
especially careful when using these sites as some of them will ask for
twitter user information and will create unwanted spam for Your twitter
account. And may get Your twitter account flagged as spam and ultimately
blocked. Also some of these websites use forms of automation which is
against the twitter terms of use. Yes, these things can be done from within
qwitter but I find it is easier to just go to the pages themselves so if
You'd like to click on profiles, look at the number of tweets someone has
tweeted, And the types of things which they tweet about.
