If we are talking about html tags, then this is not true.
The heading tag is not the same as the title tag.

For example:

<title>This is a title</title>
<h1>This is a heading at level 1</h1>

Be aware that the xhtml standard requires <head></head> etc.
And of course <html> </html> at the top and bottom respectively.
<body> and </body> etc.

I will not go further in depth regarding html/xhtml tags, but have a look

I heard that a debate is going whether Heading level 1 can be assigned or
not.

Heading level 1 is assigned by default to page title.
