Do you mean the initial popup, or under programs?
Either way, if you browse your local (generally C:) drive, look under
documents and settings, and there you'll find various user profile folders,
including one for all users.
Under that, there's a folder called start menu, and you can add shortcuts
there that will appear on initial popup, but the subfolder called programs
is what appears on the main programs section of the start menu etc.
