They probably meant something like the same bit of information that gets repeatedly rendered at the bottom end of the site's pages, most likely either just as included, or in a separate, sort of navigational frame or something.

Probably called it a footer since it gets repeated at the bottom of all pages in the specific context or something.

Similar to how in something like a word document you could include things like page numbers, and/or other information to be repeated at the end of each page in a footer.
