Try either Desktop Talking Clock which is found here:
http://www.cinnamonsoftware.com/files/DesktopClockSetup.exe
or if you just want an alarm which talks, try
http://www.cinnamonsoftware.com/files/AlarmClockSetup.exe
They both use the MS Speech agent.
