I will not be able to answer the first question because I use Eset Nod32
antivirus.
For the second question, I believe it's about the standards laid down by the
W3 Consortium on web accessibility. You can go here:

However, the best way of testing accessibility if you are a web developer is
to run more than one browser on your computer. Just test your site in each
browser to see how it will be displayed: just test different scenarios such
as a browser with and without Javascript support, and see how it will handle
your site. You can also test other content such as flash, multimedia and the
Web2 as well. Obviously, for this to be efficient, you will need a server
for development purposes such as Microsoft IIs or the Apache Web Server.
By accessibility, you will need to envision various settings such as screen
reader users, government computers (that often update their machines way
after some time) etc.
Well, I trust someone else may help with the first question and clarify on
the second.
