Hi Bill,
It is a very simple .wav editor.
It comes with every version of Windows since at least Windows 98,
and can be found in the start menu, programs, accessories, entertainment, thru Windows XP.
I haven't looked yet, so I can't tell you where it is in Vista, or Win7.
