Wow 9 headings and only 8 links. My thinking is that there is some sort of
issue in the HTML code.

In a webpage, or a word document, for example, heading level 1 would
generally be formatted larger, bolder, etc. since it's higher up in
seniority level.
For example, if in word, or a webpage, and focused on different heading
levels, jaws key + F should tell you their formatting if you're using
jaws.
