I spent some time this morning coding the HTML file and was planning on 
posting it to the server. I checked out the home page and he doesn't mention 
any restrictions on such things.

Just a program to shift bits in a file by a certain offset. Well, it is
often used by programmers to encode certain files for correct reading by
other programs. Some files in ASCII text format cannot be executed
correctly by certain programs, so they needs to be shifted by given offsets.

The bottom line is that you can do without it unless there is a
compelling reason to shift bytes in a file. One example is when you wish
to lock Firefox settings.
