Yest it's one-time registration fee, and there are free upgrades for
minor versions and discounts on major upgrades.

Hi there,
I use Fast MP3 Cutter Joiner which is shareware. It costs $29, but you
can use it in trial mode for 10 days. Well this is accessible as it is
just dialog-based: you just supply the name of the file and provide a
start and an end offset. If you are like myself who does not understand
music editing, just click on a play button: as the music is playing, you
can listen for the length of the piece you want to cut. If you think it
has reached at the point it must stop, click on pause and tab to the
Button labelled Cut Piece and you're done. I also use this software to
make my ring tones from my favourite tunes out there.
Its other advantage is that it can join any number of MP3 files into one
chunk. You just CTRL+Tab to go to the Join Tab page and choose any
number of songs to be put together.
The homepage for Fast MP3 Cutter Joiner is http://www.mp3-cutter.net/
I hope you will find this useful as I found it. Wish you the best in
your project!

Hi All,
I have some songs that I would like to use for ring tones. How can I use
MP3 Cut to cut the songs in to a 20 to 30 second song to put on my
phone?
Thanks in advance for your help!
