Sometimes, Windows will do that.  I haven't had it happen in a long
time so I may be off a bit on the details.  The commonest way is to
accidentally log on as another user while still being logged in with
your own account.  I don't have other users or accounts on my machine,
but I've done that by mistake and it still logged me on.  If I
remember correctly, when I went to shut off, it told me that there
were other people logged in and asked me if I wanted to shut down.
