In all versions of Excel, press Control + 1 in the numbers row. This will bring up the format dialog. Make sure you are in the Numbers tab. If not, use the left and right arrow keys to get there. Unless you have gone to this dialog before, it should be on this tab. Tab to the list of formats and select number or currency instead of general. These two formats have the option to set the number of digits after the decimal point to use. Tab around this dialog, it provides many options. You can even customize it to create your own format.
