Restart your Dell laptop if it's already on or turn it on if it's off.

Boot Options screen appear.

Highlight "Safe Mode" with your arrow keys and then press the "Enter" key

start the laptop in Safe Mode. If you need networking or command prompt
support
while in Safe Mode, you can choose to boot into "Safe Mode with
Networking"
or "Safe Mode with Command Prompt," respectively.
You can also set the computer to boot in safe mode from the msconfig
On the boot tab choose safe boot.
