I used to be able to arrow down through the programs menu and unused
programs would show up.  Now, however, this is not the case.

Hello Dan,

Is there any chanse that your Windows shows up the recentlly used programs 
firstly. I mean that if you go to
Start -> Programs, at first the most used programs show up? However if that 
is the case, by pressing the down arrow key, your submenu will show all 
programs.
